In all honesty, 2" ribbon is going to be easier to sew and maintain in the long run in all honesty. I would run with that as it gives a definitive black edge at the very bottom of the robes.

Admittedly, I and a couple of squad mates are having the ribbon sewn on to our cloaks. Taking the description literally, we're using 30mm wide ribbon.

I got to the seamstress before the ribbon went on. It turns out that we'll have a visiting Emperor soon so it makes more sense to leave the ribbon off for now. He's not dead yet.
