Royal Guard Waist Sash
For the waist sash, there is the fabric part, but then what is the belt looking thing that seems like its made out of leather? How would I make one of those?

The middle part is not leather.
The middle part is made of the same material as the rest of the belt or a flat finished ribbon material that matches in colour. Alternatively, you can use rope that matches the colour to create the middle section with 3 or 5 sections of rope.

Is the fabric part velcroed in the back? On the sash?

My "inner belt" (not sure it's official name) was actually a separate piece which was attached in the back by a clip. Because it wasn't attached it required being lined up and had a tendency to move around. I was going to fix that but then I lost it so I went the rope method. The ropes I actually sewed into place. As you almost never see the belt I wasn't too concerned about the random thread you could see (especially since you'd have to be looking at it from only a few inches away...and if you're that close there are other issues...).
