I always assumed that the Senate Guards wore robes under the outer robes just like the Red Royal Guards do...however I was watching TPM the other day and noticed something I hadn't before. In the scene toward the end after Palpatine lands on Naboo and speaks to Anakin, he moves toward Amidala. As he is walking toward her, the Senate Guards follow him. The wind picks up then, and blows the slits on their left arms open enough to show that they are wearing pants. I believe them to be a sort of coverall/shirt & pants combo (similar to some of the things Bail Organa wears). I can't see any kind of waistband or obi. 2 of the guards have the pantlegs tucked into their knee high black boots and 2 of them have the pantlegs untucked.

I would figure it would have been the under robes pants combo.

I think the RL is deferring to us to make the costume requirements. I have been lurking over in their boards alot.

We have a forum here for people to discuss the costume as it's similar to the Royal Guards, not make requirements for it. That's the job of the Rebel Legion.

I understand that it is up to them to set their own standards. What I was saying is that I think they are just going to piggy back on our standards. At least the is the impression that I am getting.

Right now the standard is to have a ankle length inner robe in a lighter blue though there is evidence that they wore something more along the lines of a jumpsuit underneath. Standards and discussions are up on the rebel legion boards. These guys are under Royalty/Senatorial.

Howdy mate.
The Senate Guards don't have armour under their robes.They have a tunic and trouser combo - the hardest part of this cossie is the lid as there are'nt too many makers (to my knowledge!)out there. The boots can be a bit of a bugger to wear for long periods (4hrs +) as they are English Riding Boots and not really designed for walking about or going great distances in-but they look damn smart and strangely enough very comfortable up to that 4hr mark.
This is what my under robes gear looks like which was made by a very talented seamstress over on the UKG site and this is the only Senate Guard in the UK, Just got to do the plumed helmet someday!.Excuse the weird look I have on my mug in the first pic as my neighbour took the pic just as I was about to sneeze!

Interesting fact about the Senate Guard is that the plumed version guards have fabric gloves/gauntlets whilst the visored version has leather gloves/gaunlets.

On a side note....images of The Clone Wars cartoon have shown plumed guards wearing Senate Commando-like armor underneath....Lucious has posted images in the Senate Commando discussion, I believe. If ever approved, this would likely be a third, completely different Senate Guard, as I think the robes are unique as well.
Hasbro's recent Senate Guard figure has armor underneath, and a large shoulder bell similar to Senate Commandos. While awesome, this is purely creative license on Hasbro's part, and is not a valid reference point for any costume.
