Probably use some spot putty. Can you get a closer shot of damaged area? Seeing that will help more in assessing what will be the best point of attack.

Here is the amount of work I have got to do:
The main fault, a very botched repair.

Any suggestions on the best filler to use to repair and smooth out the damaged areas?
I should then just need some fine grit sandpaper and some elbow grease to smooth it out and get it ready for paint.

I am a big fan of polyflex or proflex which are flexible bondo alternatives used normally on auto parts which might need to flex. I use an extreme temperature and moisture glue for my visor (stuff which could be used inside freezers and fridges) because the inside of that helmet gets hot and humid.
