So does the lining of the outer robe really have to be a burgundy velvet for approval? Seems like velvet on the inside would get bunched up and interfere with proper draping? Seems like a more smooth burgundy fabric would slide across the thawb better and leave a nice drape

The CRL says "fully lined in burgundy or dark purple fabric, preferably velvet or velveteen that matches the inner robe. Velour and crushed panne velvet are not acceptable." Velvet and Velveteen are preferable, but not required.
Someone on the boards used a broadcloth that matched the inner robe color.
EDIT: Okay, I accidentally quoted the AOTC CRL, for ROTJ it does say "velvet or velveteen."
