Fabric and translation issue

Hello everyone.
I'm looking for the right fabric to make a AOTC or ROTJ Royal Guard. But since I'm living in Quebec and French is my mothertongue, the translation of the CRL are a bit touchy.
"The outer robe is constructed of crimson red velvet or velveteen. Velour, crushed or panne velvet are not acceptabe."
But in French, the usual translation for velvet is velour, and velveteen is also translated in velour... So I don't really get what kind of fabric I should get.
Would it be possible to get some details about what is expected from the fabric : weight, drape, texture, softness...
