Too late for me because I have made my outer robe already, but what is the history that made the CRL come to the conclusion that the outer robe lining was a velvet?
I have looked at some high def screen captures and you can actually see the cloth weft and weave in the outer robe lining. A good example of this is in the first scene when we see the Guards. As Vader bows to the emperor there is a guard in the background with the inner lining clearly visible. This fabric is cloth.

All Fabric that is worn is Cloth. The lining is made of the same fabric that the inner robes are. Velvet can be cotton or silk. Thank you for your question.
