Inner Robe fabric

looking at the CRL for AOTC Red Guard, Inner robe, it states should be
a Burgundy or wine colored cloth hemmed slightly shorter
than the outer cloak. The hem should not be more than 3 inches off
the ground.

and in the Outer Robe
The robe is lined with the same material and color of the inner robe

I see that it states the following fabric could be used
burgundy or wine coloured fabric, preferably velvet, velveteen or
Gaberdine that matches the inner robe.

so all three fabrics are good to use on the inner robe and the lining for the outer robe
velvet, velveteen or Gaberdine

Correct, You need to use the same fabric for inner robe as the lining for the the outer robe. It is all about the consistency.

My local fabric store showed me upholstery velvet, more forgiving than velvet and a great price right now, thoughts?

From what I am seeing, the red is fading towards the too light side of the colour spectrum. You want more of a crimson red
