Sitching Groover is the tool you are looking for. That will give the best consistent groove because it has a "fense" of sort to keep the groove a set distance from the edge. Leather craft stores will carry these. There is sometimes a larger or smaller groover, the one I used cuts about a 3/32-ish channel.

Alternatives I've seen:
V-gouges - the leather craft tool or the wood turning variety, used to varying success as there's no fense on this tool which can lead to regrettable slips.
Marking gauge or wing divider - wordworking tool and geometry tool, typically a nail embedded in the gauge or at an end of the divider arm can be dulled and used to crease a line in the leather (best results with veg-tan leather).
