So upon further investigation...at least in Return of the Jedi (I haven't looked in Eps 2 and 3 yet) it's quite clear to me that guards wore shoulder pads.
My next robes will more than likely have them as that is more movie accurate. Just my 2 cents.

Keeping in mind that the extras that they used were likely not the biggest of people.... the shoulder pads help to give that imposing, menacing look to the guards

I have always assumed that the robes were over some kind of armor and thats what we were seeing. But the deleted scenes show just the robe, no matter how silly that seems for a guard. Lol

i recall a little time ago, but not sure when, someone posted they use Football (American) pads were utilised, we don't have them here but some rugby ones could suit. My robes will be ready in a few weeks and I think I will gauge it from there. If i get the pads before my fitting I might have the issue of the helmet sitting up on an angle.
I am on holidays in Vegas, LA and Hawaii in October and so keen to keen to get things we cant get in Australia.

I think the football shoulder pads were discussed when talking about cooling of the costume. There is a brand of football shoulder pads which have circulating cold water built into them. They're crazy expensive and I don't think they'd look right under the robes.
