Are the fans strong enough to blow through longer tubes?
So you can attach them more on the side like a holster.
Or even on your ankles?

Ankles would be rough. I didn't think we could have stuff that people could possibly see? I thought I was pushing it by having a pack on the back because no one sees there. If I lift my arms, you can see the holsters. Is that gonna be an issue?

Since you are not a tusken you will rarely lift your arms. 
But you are right and so it would be better if you put them more in the back.

If you are able to increase the size of the tubes a bit, it could help the air blow a longer distance.
My setup has a very nice amount of airflow that comes out of my two tubes, and that's coming from knee-level up to the helmet. But I had to step up one size of the tubing as the size smaller didn't have any air blowing out the far end.
