I went tot he CRL and printed the pdf and it reads there are some items in blue nad read, bu6t there are not. Why not?

The protector and sentinel program is not used in the moment.

In the beginning when they first started CRLS some detachments but not all had different levels. Detachments are not required to different Levels. And as always With other detachments basic set up of the costumes is all you need to become a member of the Legion.
