There aren't really any patterns for ROTJ Royal Guard.

Inner robe is a standard thawb pattern. The other robe is trickier, as there is no pattern for it.

From the movies and stills I looked at (ideally use movie sourced images) ROTJ, to me, is more of a wrap-around robe that attaches at the right shoulder. The prequel guards (ROTS and AOTC) can work as one joined unit that slides over the head, but to me that doesn't fit the ROTJ look. Best bet is to get the CRL requirements and as many movie references as you can and work with that. I've been asking the seamstress that made mine to see if she would make a pattern, but she has only said she'd have to look into a way to make it into a PDF or other format.

Now, my opinion doesn't necessarily mean a lot as I don't approve costumes. I'd suggest in addition to working on here to also keep in touch with your GML as he is your final approval.
