Not 100% sure it matters for approval (I don't see anything specific in the CRL's), but I believe the zipper goes in the back. That's how I put mine on anyway... That's what I'm thinking too. If you need to get dressed by yourself you can put a strip of fabric/string on the zipper and attach the ot...

The CRL's do indeed state that the hem is required "The outer cloak must hemmed to a length that is no more than 1 inch (2.54 cm) off the ground. This hem will be the same length at all points around the cloak." I have 2 ROTJ guards with imperial boots robe sets that I approved last Septe...
