With woven velvet/velveteen (the difference is the fiber), the little loops that form the pile are actually woven into the fabric, so while they might rub off enough to get to a smooth surface, you wouldn't get clumps separating like this. Honestly it looks to me like you either have a serious problem with friction or you have bad fabric. That doesn't look like cotton to me, and it looks like a knit rather than a woven, so your nap (the fuzzy part) is separating entirely from the backing. Velveteen and velvet are the same kind of fabric, just made from different fibers. Velveteen will be cotton, while velvet will be rayon in most cases. McCall's 2810 is out of print so you will not find it at the fabric store. You can google it for images of the pattern front and back.

Do not use stretch velvet for either your inner or outer robe. It will not give you the look you want, will hang funny, and will be a nightmare to sew. It will make you sad. I don't want you to be sad. Look for cotton velveteen.
